new nih data management and sharing policy for 2023

The National Institute of Health (NIH) will be implementing the 2023 Data Management and Sharing (DMS) Policy with the new NIH Forms H Application Guide for applications with receipt dates on or after January 25, 2023. Under this policy, the NIH expects researchers to maximize the appropriate sharing of scientific data. The policy requires all applicants planning to generate scientific data to prepare a DMS Plan that describes how the scientific data will be managed and shared.

Several funding agencies, including NSF, NIH, and NOAA, require researchers to include plans in their proposals for the management and/or sharing of data generated from funded grants.


Drafting a Plan. UT-Austin subscribes to DMPTool, an online set of templates that will walk you step-by-step through creating a data management plan tailored to fit your desired funding agency.


Supporting your Plan. For more information, review the Research Data Services available from UT Libraries. They can assist with plan review, data curation, and data sharing. In addition, below are summaries of some key data management resources on the UT-Austin campus:


  • Texas ScholarWorks lets you archive datasets that are 1GB or smaller, and papers and publications associated with data. The Repository is best suited for finalized, static, archive-ready data, like publications. Many Ph.D. students’ dissertations and Masters’ students’ theses from 2001 to present are also archived here.
  • Texas Data Repository is an online platform for the publication and archive of digital data developed or used in support of research activities at UT-Austin. TDR accepts data under 2GB per individual file in any file type from any research discipline and allows researchers to edit the license governing re-use of the data. 

  • Information Technology Services is capable of handling datasets that are larger than 1GB. ITS also offers data management services and hardware to support grant writing and research activities. ITS can provide storage for datasets as large as 100 GB.
  • Texas Advanced Computing Center offers computational and storage resources suitable for terabyte (TB) and petabyte (PB) scale datasets. By completing a simple data storage allocation request, UT employees may obtain up to 5 TB of data storage at no cost. TACC maintains copies of stored data off-site at UT-Arlington to provide additional security. Request a TACC data storage allocation here.
  • UT Box is a University-approved cloud storage and sharing system that is HIPAA, FERPA and IRB compliant. Anyone with a UT EID can share and store data with Box, and files and folders in Box can be shared with persons outside the University. Box works just like Dropbox, but is better than Dropbox because material stored in UT Box is copyright-protected, and because the University's contract with Box covers responsibility for any data security breaches. Each UT-Austin employee is allocated 2 TB in Box; research teams and other groups may request a shared Box account with unlimited storage by contacting security@utexas.edu.
